Chuck started as a “line” prosecutor, trying dozens of criminal cases in federal court. President George W. Bush nominated – and the Senate unanimously confirmed – Chuck to serve as the United States Attorney for the Eastern District of Virginia, one of the most prestigious prosecutorial posts in the nation, routinely handling our country’s most sensitive national security cases. Chuck also served as the United States Attorney for the Southern District of Texas – a district that includes a large swath of the U.S. – Mexico border. Under President Barack Obama, Chuck was appointed to run the Drug Enforcement Administration.

Chuck’s work as a federal prosecutor, at the FBI, and at the DEA gives him unique insights into these crucial federal law enforcement and intelligence agencies and a deep appreciation of the complex issues they – and we – currently face, including domestic and international terrorism, pervasive counterintelligence and cyber security threats, and the opioid crisis.

  • The Rule of Law

    The rule of law is a construct – something made by people and nurtured by people, that can also be destroyed by people. It is not like the law of gravity – which is immutable – and it is not the same as “law and order” which is a political slogan. What are the challenges and threats to the rule of law in our country, what is the proper role of each of the three branches of government in sustaining the rule of law, and what is the appropriate relationship between a president and the Justice Department in enforcing federal criminal law? These extraordinarily important questions promote a fascinating – apolitical and non-partisan – discussion.

  • Impeachment – What Happened?

    Only three US presidents have ever been impeached (one president, twice) though none have ever been convicted in the Senate and removed from office. Drawing on both historical and modern examples, Chuck talks about the fascinating history of impeachment. What mechanism did the founders construct; how does it work; what is a “high crime and misdemeanor”; what is the role, if any, for the courts in an impeachment? In a non-partisan and apolitical manner, Chuck dissects this history and entertains with his knowledge and ability to communicate complex ideas in a cogent and thoughtful manner.

    Drawing on his experience running the DEA, and his more than two decades at the highest levels of federal law enforcement, Chuck provides a fascinating inside look at the DEA and the opioid crisis – how did this epidemic start; what continues to fuel it; where is it headed; and what can we do as a nation to address it? Chuck believes there is an important role for law enforcement in this calamity, but that addiction is primarily a public health crisis that must be addressed through education, treatment, rehabilitation, and a change in the culture of pain management.
