General Richard D. Clarke, USA (Ret.) is a four-star Army general, who concluded his career as the head of US Special Operations Command, commanding over 75,000 of our Nation’s most elite forces. Deployed more than ten times in combat zones, General Clarke played a pivotal role in many of the most sensitive and impactful missions conducted to secure the United States and our Allies.
General Richard D. Clarke retired from the military after nearly four decades of leading complex and diverse organizations at every level, including over 15 years internationally and with 12 combat deployments to Iraq and Afghanistan. This culminated with his final assignment as the Commander of U.S. Special Operations Command where he led a joint force of over 75,000 military members consisting of Army Rangers, Special Forces, Navy SEALs, Air Force Commandos, and Marine Raiders.
Rich directed and participated in global deployments to conduct our Nation’s most sensitive and impactful missions. He took command of SOCOM at a time when the Nation’s focus changed from counter-terrorism as the main mission, to great power competition and he directed organizational structure and procedural adjustments to adapt to the new paradigms. This required a focused effort on changing culture and also looking at the leadership challenges associated with over twenty years of constant combat operations on the SOCOM force. This included looking at the diversity of the force and making changes in order to ensure that we had the most talented and capable people within our force to deal with the change in the operating environment.
One of Rich’s most important jobs at SOCOM was ensuring that the Warriors that were deployed fighting were never in a fair fight because they had the most technologically advanced hardware and software. In military retirement, Rich continues to help Venture Capital Firms and Founders that are developing capabilities with advice on what will assist our Nation’s forces so we continue to have an advantage.

Adapting Organizations to Change
When General Richard D. Clarke joined USSOCOM, the focus of the Nation and the Department of Defense shifted from Counterterrorism to Great Power Competition, primarily focused on China and Russia. Clarke had to drive cultural and organization change in a force that had been the Nation’s 9/11 force for almost two decades. This included a comprehensive relook of structural, organizational, leadership, and resourcing changes within a 75K global deployed and joint organization with a 25B budget. This required a total look at our assessment and selection processes, to include a lack of diversity within the force and many of the barriers to inclusion while still retaining the best force in the world. This change spanned two different Presidential Administrations, the COVID pandemic, the Afghanistan withdrawal, all the while maintaining a Counter-terrorism and crisis response mission.
