Dr. Richard Haass, a veteran diplomat and respected scholar of international relations, is president emeritus of the Council on Foreign Relations. He is also senior counselor with Centerview Partners, an international investment banking advisory firm.  He previously served as CFR’s president for twenty years, in the State Department under Presidents George W. Bush and Ronald Reagan, at the White House under George H.W. Bush, and at the Pentagon under Jimmy Carter. He was US envoy to the Cyprus negotiations and the Northern Ireland peace process, and after 9/11 was US coordinator for the future of Afghanistan. 

Dr. Haass is the author or editor of fourteen books on American foreign policy, one book on management, and one on American democracy. His latest book, The Bill of Obligations: The Ten Habits of Good Citizens, was published by Penguin Press in January 2023 and became a New York Times best seller. He also authors a weekly newsletter, Home & Away, available on Substack. 

A Rhodes Scholar, Dr. Haass holds a bachelor’s degree from Oberlin College, the masters and doctorate of philosophy degrees from Oxford University, and numerous honorary degrees. He is the recipient of the State Department’s Superior Honor Award, the Presidential Citizens Medal, and the Tipperary International Peace Award. Dr. Haass, who was born in Brooklyn and grew up on Long Island, lives with his wife in New York City.

  • Navigating a Turbulent World

    80 years after the end of World War II, 35 years after the end of the Cold War, the world faces a future far more uncertain and potentially turbulent than the recent past. Four strong countries – Russia, North Korea, Iran, and, above all, China – have forged a new alignment that seeks to challenge the world as it is. Two geographies (Europe and the Middle East) are experiencing conflict, while the Asia-Pacific could easily become a third. Other regions, above all parts of Latin America and Africa, but also the Middle East, are home to many weak countries that cannot meet basic needs of their citizens or prevent terrorists and drug cartels from operating. Populations outside of Africa are getting smaller and older. Democracy and the rule of law are under pressure. Conventional military and nuclear inventories are modernizing and growing. Meanwhile, the world is failing to come together to meet common challenges such as climate change. And the United States, which has since World War II has played an outsized international role, is now more divided and inward-looking, increasingly lacking the will and ability to act decisively. Richard Haass, a veteran of four administrations, Republican and Democrat alike, for two decades the president of the nonpartisan Council on Foreign Relations, and the author or editor of 14 books on American foreign policy, discusses the implications of this more turbulent world for both corporations and citizens and assesses the foreign policy choices facing the United States and other countries.

  • Strengthening American Democracy

    The United States of America will soon mark (on July 4, 2026) the 250th anniversary of its birth. It is the world’s oldest democracy, one that over the centuries has accomplished many great things. But it is as well a democracy in crisis. The country is deeply divided. Its ability to meet a long list of challenges is in doubt. The American dream has become a dream rather than a reality for many. Polls suggest many Americans have come to question the value of democracy; an increasing number accept violence as a legitimate political tactic. Apathy is widespread: close to 100 million eligible voters did not vote in the recent presidential election decided by two and a half million votes. Richard Haass, the author of the New York Times bestselling book The Bill of Obligations: The Ten Habits of Good Citizens, argues that American democracy is well worth saving and can be saved. But he explains why it won’t just happen and makes the case for a new definition of citizenship, one that places obligations for each and every one of us on an equal footing with rights. He also argues for mandatory civics education, courses on information literacy that help people navigate this age of mis- and dis-information and expanded public service opportunities.
