Mark McClellan, PhD is Director and Robert J. Margolis, M.D., Professor of Business, Medicine and Policy at the Duke‐Margolis Institute for Health Policy at Duke University. He is a physician‐economist who focuses on quality and value in health care including payment reform, real‐world evidence, and more effective drug and device innovation. At the center of the nation’s efforts to combat the COVID‐19 pandemic, the author of COVID‐19 response roadmap, and co‐author of a comprehensive set health policy strategies for COVID vaccines, testing, and treatments, Dr. McClellan and his Duke‐Margolis colleagues are now focused on health policy strategies and solutions to advance the resilience and interconnectedness of 21st Century public health and health care. Dr. McClellan is a former administrator of the Centers for Medicare & Medicaid Services and former commissioner of the U.S. Food and Drug Administration where he developed and implemented major reforms in health policy. He is an independent board member on the boards of Johnson & Johnson, Cigna, Alignment Healthcare, and PrognomIQ; co‐chairs the Guiding Committee for the Health Care Payment Learning and Action Network; and serves as an advisor for Arsenal Capital Group, Blackstone Life Sciences.

The Politics of Health Care Innovation
Innovation in health care is a long, costly and risky process, governed by guidelines and fraught with regulatory and bureaucratic challenges. In fact, it’s estimated that the cost of bringing a new drug to market is approximately $800 million. And this process requires not only good science, but effective financing and careful attention to regulatory processes to gain market approval and acceptance by public and private insurance programs. Lacking a comprehensive strategy for addressing these issues means that a valuable product may not reach patients in a timely and cost-effective way. Dr. Mark McClellan reviews some of the major challenges and opportunities for product developers and investors, including an overview of key issues at the FDA and at Medicare/Medicaid Services that impact the development and use of new medical technologies.
Reforming Medicare
Dr. Mark McClellan led the U.S. Medicare program through the implementation of the most significant reforms in its 40-year history, as Medicare added prescription drug coverage and altered its outlook to become more focused on prevention rather than on treatment. Reforming Medicaid: Covering the Uninsured and Providing for Long-Term Care
With health care costs rising alongside the numbers of uninsured Americans, providing access to affordable, up-to-date coverage is a critical priority for the country. Today, Medicaid and the State Children’s Health Insurance Program provide coverage for over 50 million low-income Americans, but rising costs and changing population needs are leading every state to re-evaluate how Medicaid services are provided. As the Chief of Medicare/Medicaid Services, Dr. Mark McClellan led the agency through the most important Medicaid reforms in the program’s 40-year history. In a compelling presentation offering possible solutions to the Medicaid crisis, McClellan reviews how states’ respond, while providing innovative approaches to dispensing Medicaid benefits, including expansions of coverage, providing “dual-eligible” (Medicare and Medicaid) coverage and long-term care reforms (such as “Money Follows the Person” benefit reform).
