Richard Fisher is Senior Advisor to Barclays Plc. He serves on the boards of directors of Tenet Healthcare (Chair, ESG Committee) and Warner Brothers Discovery. As president and CEO of the Federal Reserve Bank of Dallas from 2005 to 2015, Fisher worked at the center of a national dialogue to shape economic policy and maintain economic stability in the Dallas region and throughout the nation. Facing critical economic and financial challenges during one of the most tumultuous times in the country since the Great Depression, Fisher became nationally recognized for his unique and intimate approach, as well as his vocal and unequivocally candid commentary.
Fisher additionally served as a member of the Federal Reserve’s principal monetary policymaking group, the Federal Open Market Committee, and was chair of the Conference of Federal Reserve Bank Presidents, the body that oversees the shared operations of the 12 Federal Reserve Banks. For five years, he served as chair of the IT Oversight Committee for the 12 Federal Reserve banks, putting the first system-wide CIO structure in place.
From 1997 to 2001, Fisher was Deputy United States Trade Representative with the rank of Ambassador, responsible for US trade policy and negotiations in Asia, Latin America, Mexico, and Canada. He led numerous high-profile negotiations, including the US–Vietnam Bilateral Trade Agreement, later signed by President George W. Bush in 2002; the initiation of the agreements with Singapore and Chile; and the US-Korea Auto Agreement of 1998. He co-chaired the Enhanced Initiative on Competition and Deregulation of the Japanese Economy, agreed to by President Clinton and Prime Minister Hashimoto. Ambassador Fisher was a senior team member that negotiated the US-China and US-Taiwan bilateral agreements for accession to the World Trade Organization. He had oversight responsibility for the implementation of NAFTA. While serving as Deputy USTR, Ambassador Fisher served as Vice-Chairman of the Overseas Private Investment Corporation (OPIC) and as an alternate member of the National Intellectual Property Law Enforcement Coordination Council.
Before joining the government, Fisher was Managing Partner for ten years of Fisher Capital Management (FCM) and Fisher Ewing Partners. Fisher was senior manager of Texas investment management and corporate finance operations for Brown Brothers Harriman & Co. private bank. He currently serves on the Warner Bros. Discovery Board and the Tenet Healthcare Board. He also served as assistant to the Secretary of the Treasury during the Carter Administration.
